1999 Volkswagen Jetta No Ignition

Engine is 2.0 SOHC. Build date is 06/98, VIN 8th digit is H. Symptons are no spark. ECU has been swapped out with no change. New plugs & wires

Distributor has a sensor with a shutterwheel that has one hole. Manual says this is a Hall effect sensor.
What should the output from this Hall effect transmitter be? It is referred to as a "Camshaft position sensor" but it is in the distributor. When I apply 12 volts across the input & ground, I get 0.12 mvolts output when the opening in the shutter wheel passes the sensor.

For hall effect sensors, the usual test would be the resistance of the coil but I am not able to find any data pertaining to the specifications of the coil resistance.

Since you have swapped the ECU, maybe you can get another distributor to swap for testing.
