1998 Volkswagen Jetta Interior Heat Not Working

My wife told me the heater is blowing cold in her 1998 VW Jetta. The temperature gauge is showing the 180 degrees and the hoses are hot, so I believe the thermostat is working and we replaced the heater coil last year. Has anyone had this problem or know what it might be?

Check the blend damper onder the dash to see it is moving from heat to cool and back. The actuator may not be functioning.
