1998 Volkswagen Jetta defrost flap

defrost flap will not move. cable seems free. tried to reach in by hand to move flap lever and it seems stuck or something. seems to move maybe a quarter inch at best. how can I get at this problem?

ok after reaching in and removing cable from lever. lever moved freely and i could hear the flap move back and forth. however you could tell that no air was being directed there. I tried moving the flap with the second cable (probably the central flap) in different positions with no affect. air just streams through panel.
I cannot reach the other end of the second cable to be able to tell what is going on there but it seems like the cable is connected properly with full range of motion.
All I am trying to do at this point is figure out some way of getting the air to defrost.
