1997 Volkswagen Jetta Problems with fuel pump and/or wiring

Hello i'm hoping for some good advice. My 2.0 car was experiencing hard starts for a while then eventually quit running all together.
The fuel pump will not turn on and the fuse for the pump (#18) does not seem to funtion. When I try to put a voltage tester to the fuse I get nothing on both sides. When putting the tester inside the box where the fuse plugs in, I only get voltage when goin deep into the fuse slot, much deeper than the fuse reaches.
I have a bad feeling about the electrical components, I also recently lost A/C, it burnt the fuse and gets new fuses hot so ive left fuse out for a/c.
Im not sure about replacing parts that just might blow again. can I wire in a separate inline fuel pump to get it running again. Will leaving the fuse out of the #18 slot cause any other problems? I'm not sure if any other important components are hooked to it. Thanks for any advice you can give!

Why don't you power the fuel pump connector from the battery with a toggle switch and see what happens
