1996 Volkswagen Jetta Jetta 96 overheating

I replace the thermostat and water pump, then I test the thermoswitch and it's working properly but the radiator fans never turn on then my car still overheating.
I test the FAN jumpering the thermoswitch connector on both speeds and the fans works.

The radiator inlet hose is hot and the outlet hose is hot too, but not hottes that the inlet one.

Actaully I don't know what else can I check or test

coolant temp sensor?
radiator?

I'll appreciate your support

Check all the fuses and the coolant fan control module at left side of engine compartment-
