1991 Volkswagen Jetta fuel pump fuse keeps blowing

i hAVE A 1991 VW jetta gli.....one day as i was driving along my car stopped running....come to find out it was the fuel pump fuse hade blown....i bought a box of them and kept putting them in...everytime i would turn the key the fuse would blow...i figured there was a short somewhere...so i removed apart of my dash on the bottom to easier access the fuse box..i put the last fuse in the box in and it started right up...three days later it blew again i put another one in and kept driving along..3 more days and it blew again but this repeatedly kept blowing....this keeps happening and i cant figure it out...is my fuel pump slowly going bad?....someone please help...thank you
