Engine Performance problem

The engine on our VW Beetle will not idle. It has a new carb and fuel pump. We noticed the clear filter always has an air pocket in it. About 50%. Is this normal? The engine revs fine but we can't seem to adjust it to stay at an idle. Thoughts?
