vibration of steering wheel when braking at speed 90 kms per hour

my nissan patrol car model Y61 vibrates at its steering wheel excessively when braking at 90 kms and above, do you think the cause is distorted rotors and if so, what is the better solution, replacement by new rotors or resurfacing the distored rotors, please advise on this problem.
