What causes a vibration inside the car i.e. steering wheel, gas pedal/brake pedal.

Vibration like that is likely from an out of balance tire or tires. It can also be from a damaged tire. If it is a higher frequency vibration that occurs even while setting still then it is more likely to be an engine mount.

When does it vibrate? If it is vibrating and you shift into neutral does the vibration stop or change? Does it change depending on what gear you are in?

That sounds like a bad engine mount. Look them over and be sure they are not broken or the exhaust isn't hitting the body. Is it a buzzing or shaking type vibration? What does it do if you blip the throttle?
