vehicle will only pull in 4 low

My 4x4 Blazer will only pull in four low. At first it only happened to reverse and now it is the forward gears too.

This sounds like a classic transfer case problem. But to be sure I would remove both drive shafts and see if the differentials turn both ways by hand.
