my car is loosing power when going up a hill and it will not go more than 70mph as it starts to splutter and it cuts out when driving at low revs

check/clean or replace the MAF sensor !

Yep, that can help but to me it sounds like the fuel filter is plugged or you have a clogged catalytic converter. This guide can help and I have included the location of the fuel filter so you can change it out which should be done as a regular service anyway.
