1997 Vauxhall Astra overheating and oil leak

Hi, my car has started to overheat. The temprature gauge enters the red line when in traffic and stays just below red when constantly moving.
I re-wired the radiator fan so it would constantly cool the radiator but the car still heated up excessively.
I noticed theat the radiator remains cold when the car heats up. Could there be some sort of blockage in the radiator? How can this be cured?
Secound problem is that the car leaks large amounts of oil from the oil filter. I recently replaced the oil filter and placed new oil in the engine. (The seal/washer of the old oil filter appeared to be cracked and ripped)
Having replaced the new filter, I drove the car 60 miles, still overheating but no leak.
This morning I started the car cold and discovered there was a huge blob of oil on the road, again from the oil filter!
Are these issues related?

have the cooling system pressure tested ? check the oil seal on the oil filter ..it could also be the filter mounting has become loose ..
