Vehicle will not turn off

I replaced the ignition switch and the and van still will not shut off. It also has trouble shifting. when I turn the key off the van stutters like its starved for fuel, but will not shut off. could it be that the switch I just purchased is bad?

Could be the cause. Try unplugging the switch connector and if engine cuts off, the switch is at fault.
