Vacuum canister purge valve?

I have 13.8 volts at the connector, when plugging it in to the solenoid it drops to 3/4 of a volt and does not open solenoid. When connected to the battery directly it opens.

So, what happens is sometimes the voltage driver for the EVAP solenoid goes out and it can sustain the current draw. Here are the wiring diagrams so you can see how the EVAP valve is wired to the ECM, you might want to remove the ECM connector and check for corrosion. Here is the ECM location and how to replace it just in case you need it. Check out the images (below). Please let us know what you find. We are interested to see what it is.

If I disconnect the ECU will it have to be reprogrammed?
