Unable to pass smog test in California

Check engine light came on and when scanned gave P0700 code. I cleared code and drove it through the cycle and when on my way to mechanic check engine light came on. I asked if I would have to drive it through the cycle again after he clears code and he told me to leave it for the day and he would try a few things. He called me later in the day and said he attempted three times after clearing code and could not get it to pass the catalytic converter test without check engine light coming back on. He said the only way I would be able to pass smog is with a new or rebuilt transmission. Car runs great. Would like suggestions please.

Good morning,

Clearing a code does nothing. It indicates there is a fault and the fault must be diagnosed, repaired and then the code can be cleared.

A 00 is a general code that indicates there is another fault stored. Did he tell you the other code? Also, there is no test for the catalytic converter. That is a separate issue and has nothing to do with your transmission. Sounds like this guy does not know what he is doing.
