Turn signal blows when you turn the key to the on position?

The turn signal blows when you turn the key to on position. Have disconnected all turn signals and it still blows. Replaced turn signal relay and fuse keeps blowing.

I would check the bulb sockets to make sure none of them are melted, also does this car have an aftermarket alarm system on it? If so, this can be the problem. I would unplug the flasher unit which is near the inside fuse panel. Also, this guide can help:
