short in Turn signal

I was testing the wires on my turn signals started with the passenger side and shorted my fuse out, replaced it and they still does not work. Tried checking the drivers side and not only do they not work now either, but they also do not work in the rear but my fuse is still intact. What could I have done to short something out? I stripped the wire bare just enough to touch it with a multi-meter and the wires did not make contact with anything else, the short happened almost immediately after that.

hav eit scanned for codes might have messed up the body module.
