Engine will not crank over

Okay, I went out one day turned the key on and all the dash lights lit up but would not crank over. We ended up basically hot-wiring it. i figured maybe the safety neutral switch went bad. got a used one from the junk yard and nothing changed. I'm baffled. changed the starter and new ignition switch too.

There is a starter relay that needs to be checked. here is a guide to help you and the starter wiring diagrams to help you see how the system works along with the relay locations below:
