Sometimes my car won't start sometimes it doesn't. if I turn the car off again sometimes it won't start right back up.

Intermittent trouble starting

Welcome to 2CarPros.
First, this vehicle wasn't offered in the US in 1993, so I have very little technical information. However, I will try to help.
Since it is a ford, one of the most common causes of a no start in the early 1990's was the failure of a relay called the EEC relay. It is located in the under hood engine compartment fuse / relay box. Now, this relay (electronic engine control) would fail often times after the vehicle was driven, turned off, and then would fail to restart. It controlled both the fuel pump as well as the ignition.
With that in mind, when your vehicle fails to start, see if you notice the fuel pump turning on for a couple seconds to prime the fuel system. If you hear nothing, then locate the EEC relay and switch it with a different relay having the same part number to see if the vehicle starts.
If that doesn't help, you will need to check to see if there is both spark and fuel getting to the engine. Here are a few links to help you make that determination:
