Transmission will not shift out of park

I've taken the shift cables of from the linkage and the shifter moves, but the car will not come out of park. I tried to manually shift it on the transmission linkage, but it's still stuck.

This could be a couple of things, so we need to start with the brake pedal switch.

When you press the brakes to shift out of park, do you hear the click from the park release solenoid?

If not, then we need to check the operation of the brake switch.

We do this by checking the voltage at the shift lock. Here is a guide that will help with this type of testing:

I am attaching the wiring diagram for this circuit so let's start with this and let's go from there.

However, if you disconnected the shifter and tried to shift it manually then the shifter may be locked due to too much load on the transmission.

For this, we need to lift the wheels off the ground and then try to shift the vehicle.

If it shifts, then we need to lower the vehicle and try to operate the shifter again.
