The transmission will not shift out of first gear in low rpms

High rpms must be reached to switch out of first gear into second gear, if I keep it at low rpms it stays in first gear.

may be low on oil or a pump pressure problem, will need more first hand diagnoses to confirm. best to take it to a transmission specialist for a test and report.
