Car can be turned off in any gear car shifts but don't move turn off and then back on it tries to go forward but not much.

If the car can be turned off and started in any gear then this sounds like a transmission range sensor issue.

The range sensor is responsible for telling the PCM what gear the shifter and transmission is in so that it cannot be started in the wrong gear, only park and neutral.

If this is not the case then we need to check for codes and see if there is something that will point us to the issue. The reason is, there are a couple things that can cause the vehicle to not move forward but we don't want to guess at it.

It can be turned off in any gear, but only turned on only in park and neutral.

And no check engine light so no codes.

And whines in every gear.

Okay. If the vehicle does not move then this could all be a fluid related. We need to check this first and then move on. However a whine is normally gearing related if it is not fluid. The not moving is either fluid or a larger issue inside the unit.

Let's start with the fluid because I would be surprised if it is not low.
