Why is it when I drain transfer case there is about 4 quarts that come out but manual says to put back 2 quarts?

Hi,
The system can be overfilled from previous maintenance transfer case oil capacity is 2 quarts as describe in workshop manual check fig 1.
check fig 2 fill plug is the (1) drain plug is the (2).
