Transmission not shifting past low gear and engine light is on

My car will not upshift past thirty mph, i have to get the car to approximately forty five mph and put it in neutral and shut the car off while rolling. then restart and put back in drive then i have my higher gears. The code is 0715 and I would like to know where this sensor is so i can replace it?

715 is input speed sensor, but it may not be that it could be wiring , TCM and a few other things. a transmission professional should check it. See picture.
