1999 Toyota Tacoma upper timing belt idler

Scraping noise
installed new one, noise stayed the same.
Removed it and installed another one, noise came back in two days.
I ran stethoscope on all the pulleys and this is the only one making the noise.
Is this a common problem?
What could be making this pulley make the grinding sound?
Is there something else I can do to repair it or stop the noise?

To go through 3 of them is odd, are you sure the noise isnt transfering to that point? Did you check the tensioner wheel? Water pump maybe?

It is quiet all around the water pump and the other pulleys. I replaced the timing belt and the bottom idler pulley. I can hear the noise on the crossover exhaust pipe with the stethoscope but the sound is really pronounced on the center bolt on the idler pulley.The idler pulleys I have removed are still smooth and turn easily. The sound gets quiet for a little while but comes right back. It doesn't seem to hurt anything but the sound is driving me nuts.

Is it possibly an accessory transfering noise? maybe a cover rubbing?
