1999 Toyota Sienna seat belt light keeps going off

My driver's side seat belt light always flashes when I have my seat belt on. The only way it turns off is when I pull the belt out all the way. When I release it (for proper fit), the light flashes again. Is there a way I can check if maybe a sensor or maybe just a fuse is malfunctioning?
