Can 215/70R/16 from Rav4 2002 wheels be use on
225/65R/17 Rav4 2009?

If the bolt pattern is the same, they will work. But keep in mind, they are much smaller, and can have an adverse affect on the speedometer, fuel economy, clearance...

We always recommend staying with direct fit replacement parts.
