1999 Toyota Rav4 Heater gets warm and then cools

1999 Toyota Rav4 Four Wheel Drive Automatic 198000 miles

I start my car up to let it warm up in the cold weather. The heater will blow out cold air at first and then the air will progress to heat after about 40 minutes. I will start to drive the car and the heated air will slowly start to cool. After driving for about 5 minutes the air will be cold. Sometimes when I start the car to let it warm the blower will not even blow out heat. Almost always it just blows out cold to slightly warm air. Any ideas of the problem? Maybe a faulty heating element or a circuit?

Replace the thermostat and then comeback if it continues
