"86" Toyota Pick Up runs rough

1986 TOYOTA PICKUP

New engine, runs rough between 25 & 30 MPH. (surge or missing)
and wants to run hot but has not over heated.
New EGR Valve, Carb has been rebuilt.
Any suggestions would be greatly appreciated...its making me Crazy!

where and who build this engine?...who install it?...toyota 22r 4cyl.enginehave many version..sounds like u have a wrong combination of head and block causing a wrong cam timing...ask u mechanic and chk the valve train with a vac gage
