Engine Mechanical problem

Sir/Ma'am,
We are stationed in Alaska. My boyfriends truck would not start when it was -40 (that happens). But when it warmed up to -20 and even +40 it still would not start. It tries to crank over but is unable to start. We just replaced the battery last month. We know that it is not the starter (or it wouldn't turn over). We checked, and it does have spark. The fuel on base has been known to have water in it, and (against my advise) he was not using ISO heat to remove the water from the fuel system. If the lines would have frozen, they would have thawed when it was +40 for almost the entire week. We are thinking it is the fuel pump. We were unable to get the bed off the truck (tried for 5hrs, and was only able to get 1/8 bolts off). The tank is full of gas, but we can drain it. How do we remove the tank? We have two books a "Chilton" and another, and neither book tell us how to remove the tank and/or bed. But we can't remove the bed. Thank you very much for all of your help and advice.
