1990 Toyota Pickup irratic idling

My truck runs great, but when I apply the brake pedal while stopped at a stop light the engine idles irratic, as if i'm stepping of the accelerator to begin a drag race, it reaches about 1800 rpm from idle 1100 rpm. but only while I apply brakes at a full stop.
