1990 Toyota Pickup cold fast idle

Ever since a valve and timing belt repair by a shop the cold start has a very fast idle. I tried adjusting it with the large screw head on the throttle body but it affects the idle rpm. Is this cold start rpm computor controlled? Are there any adjustments I can do? Thanks Tom in Hawaii

how fast do you consider high?

it is controled by the ICM which is controled by signals from the computer and coolant temp sensor.
