1985 Toyota Pickup Not Cranking Over Fast Enough

I have a 1985 Toyota Pickup SR5 with the 22RE. when i try to start it, it cranks over very slow. like it has a bad batt. i put a new one in i also have put a new starter in. still cranks slow its like i have to much compression. if i pull all the spark plugs and crank the engine it rotates fine but as so as i put them in it rotates a lil bit at a time. it gose like a quarter at a time it pause between each piston.. not sure what it is Please Help...:-(

For this one-check the compression both wet/dry readings. BTW when you pulled the plugs out did you see any coolant? Could be hydro-locking or mechanical problem within

if the engine is hydro-locking how to i get the water out of the engine?

Remove all the plugs and crank the engine over-If there's no coolant-sounds like the engine is partially seiged-where dunno-needs to open up to find out-

There was no coolent in the engine what do i do next.
