hard power steering

I OWN A 1991 TAYOTA 4WD PRIVIA VAN WITH 106500 MILES. WHEN THE VAN IS COLD THE STEERING TURNS EASILY. WHEN THE ENGINE BECOME HOT, THE STEERING IS HARD TO TURN WHEN I AM NOT MOVING. WHEN THE VAN IS MOVING IT TURNS OK. IS THE SYSTEM BAD?

Try checking the PS fluid level, if low fill it-now turn the steering all the way to the left till it stops now look at the level, do the same thing to the right look at the level if it needs filling do it till it hits the full mark. what you are doing is bleeding it.
