I have had the left tire on my car balanced but I am still getting a rough ride on this tire.

How's the rest of the suspension doing? Try looking at the tire, if there's uneven wear, depending on what it looks like, you can pinpoint what could be the issue. Although, both front tires are balanced? Do you hear any sounds?

My front tires are in excellent condition and my steering wheel is also vibrating and I do not hear any sounds.
I have even rotated the tires but the left wheel continues to bounce and ride rough.
