Air Conditioning problem

the air condition doesn't blow cold air and it makes a sound like a little machine gun at high rpms off and on. My husband thinks its a release valve on the compressor making the noise and said the upper gage is good but the lower gage is high. Could it be something blocking it? what should he replace?
