got a 12 AND 71....1st things to replace are???
Gonna start with a distributor cap....any other ideas?

The 71 is just an EGR code and nothing to do with your problem.
The code 12 is no ignition reference signal to the ECM. This will likely end up being a bad distributor but all the power supplies to it have to be tested first.

check engine light is off.....but it will not pass smog in Calif...the smog reading was better than it was before the new EGR valve was replaced...what is up? thank you
