2000 Toyota Landcruiser cold starting

When engine is cold in mornings I must turn the ignition key several times before there's a response and the car starts. Once warmed up, the rest of the day, there's no problem starting. The problem occurs both in the unheated garage or outside. Here it's never colder than the 40's F at night.

Do you mean the starter is not engaging when the ignition switch is turned to crank?
Have you tested the starter?
Is there any clicking noise?
