Engine Mechanical problem

the question i have is i had pulled my car into the garage to clean it out and it started fine when i was driving it in to the garage but when i went to start it to pull out it didn't start, so i thought it was the battery aftre changing it the car still didn't start so after looking at it and asking one of my friends to look at it we found out that theres something stopping the 12 volts from the battery from getting to the starter motor and not allowing my car to start so my question is what is inbetween the starter relay and the starter thats not letting it start?
