2006 Toyota Corolla Whirling sound??

I have a whirling sound more noticeable on the highway and louder when I speed up usually over 60 km or so. The sound seems to be coming from the front right hand side of the car. The dealer said it was a transmission problem so they put in a new transmission and the sound is still there. They said it wasn't wheel bearings, I had new front brakes put on and new tires. The sound was there before the new brakes and tires??? Could it be a bad wheel???? or tire???? I replaced the tires and rotated them.

Very possible a bad tire, they can make a noise like a snow tire, and can be quite loud.
