1999 Toyota Corolla steering noise

When I turn my sterring wheel it makes a thud sound. Looked but everything looks ok. Do you have any suggestions? Also it maks the sound whether the car is moving or not.
Also I forgot to mention that before this happened My Buddies car was totally out of power steering fluid

This is a bit strange as there is not much in these steering systems that i would expect to make this type of noise, I would suggest that you get it on a hoist or jack it up on stands and check that the steering rack is tight on the body, turn the steering with engine off and see if it makes the noise, have some one turn the steering and listen closely at each wheel, can you feel a knock in the steering when it makes this noise? check that its just not a loose mud flap flicking off the wheel as it turns, as i have seen this before.
