This issue can be due to a vacuum leak.
A good step would be to do a thorough inspection of the vacuum hoses. Make sure there are no cracked hoses or damaged ones.
Intake gasket leak can also trigger this type of issue.
That leak can be tested by spraying carburetor cleaner at the base of the manifold. If there is a leak the engine will react to the chemical and idle higher and will go back down afterwards.

Another possibility is a bad manifold absolute pressure (MAP) sensor. Faulty MAP sensor can lead to poor acceleration, rich air fuel ratio, rough idle.
