1990 Toyota Corolla radiator cap

the place where the radiator cap is screwed, right underneath there is a tube that leads to the resivoir, the little plastic piece of tube where the rubber tube gets placed has a little hole causeing massive amounts of steam to spill out and my car has been over heating. is it possible that this is the cause? and if so how can i get the hole patched up?

It is a pressurized system. so any openings can cause coolant loss and overheating.

I would have a pressure test on cooling system, you may have more than one leak, especially if this is the original radiator.
