2000 Toyota Celica squeaky pully or belt?

Hey Pros, Every morning when I start my wifes car. If it is slightly cold at all, her car will squeak until it heats up. Last year my mechanic replaced belt and tensioner. So he told me it now could be a bad pulley. I would love to tackle this on my own. He recommended starting the car and spray a little WD40 on each pulley until it quits. Then that will locate the bad pulley. Once I locate the culprit, is a pulley easy to swap? Your thoughts?

It seems that the squeak is caused by a worn belt. To verify, when it squeaks, spray on the belt some water. If it stops, then it is the belt otherwise it is a pully. In the first case, either replace the belt or use belt conditioner to prolong its squeak-free life.
