1993 Toyota Celica temperature gauge

My heater works fine when my car warms up but my temperature gauge either goes up slowly or not at all. This only happens in cold weather, also my rpm's are higher then they should be in cold weather. If I leave my heater off and wait until the temperature gauge goes up and then turn on my heater the temperature gauge goes down, but the heater is still ok. Could this be a just a faulty gauge reading or something else.
