Engine problem

My 1990 Toyota Celica has had its fair share of small problems since I bought it, but none have been so sudden, or detrimental, as this current problem that I am having. While driving on the highway, my car stalled and the engine died. When this happened, all I could was guide the car into the emergency lane. I tried to restart it while iin the emergency lane, but it would not turn over. Initially, i thought that my alternator came loose because the charge level of my car was not within the proper bracket to run. But after the tow truck came and gave me a jump, I found that hypothesis to be incorrect because the car ran only as long as the tow truckers batter charger was attached; once that was removed, the car died again. My car was towed to a mechanics shop where they tried to start the engine and told me that "it would not turn over. The engine was locked". I do not know what that means or how I can fix it. Hopefully, you all can help me with this unfortunate circumstance. Thank you for your time.
