Minor car problems(kind of burn smells)

I notice my car smell like burning , I look at the temperature is raise beyond the center . I am on the highway and notice the needle on the meter goes beyond the center. I have a 1998 Toyota camry 4 door sedan. 4 cylinder. I only notice light smoke coming from near the radiator. The car is running smooth no problem at all. I took at look at the fans when the needle on the temperature was beyong the center. I stop the car and expect to see the fans on(I think it would be normal for the fans to be on) The fans were not on. I bought a fuse checker and check some fuses they look good. I did not wanted to go to a mechanic fear being rip off.

An engine that's been running for 10mins -the fan should be cyling On and Off-if not, can be a fuse,temp. switch,fan relay,fan motor, or the wiring itself
