Can stripped wheel lugs be retreaded? What is the thread spec for the lug nuts?

Best to replace them. Just use a ball peen hammer and punch them out, use an air gun to install new ones.

What are the step by step instructions for removing the lug bolts in a 2002 Camry?

First remove the tire, then the caliper, then the rotor, then use the hammer and drive the old lug out, insert new ugs and install a nut BACKWARDS with a large washer, and tighten to pull it into the hub, when it's seated against the hub, you are done...
