2000 Toyota Camry 4 cyl Automatic 57000 miles

my steering wheel shakes when driving.
the shaking occures all the time regardless of on or off the brakes.
no obvious signs of damage, new brakes rotors were good.
if the strutts are shot would that made the wheel shake?
