First off. Do you have a scanner that can read data? Second, did you unplug the coolant temp sensor?
If you clear the code what does the coolant temp sensor read? When the vehicle oerheats, how long does it take? What temperature does it go to? Anymore than 220F is bad. When it does overheat, are both radiator hoses hot and are both heater hoses hot? Are you getting a control the relay(s) when the vehicle starts to overheat. i am assuming that you unplugged the coolant temp sensor and both fans came on?

yes have scanner, car never overheated the fan just will not come one.when car gets to hot i turn on ac cooldown then i checked all wires coming in to temp sensor all read 12volt fans to when i cleared all codes and rechecked po115 came up but i did not check with plug off temp sensor.the lower hose is cooler then upper hose and yes i unplug temp sensor so fans come on.

I am thinking you might have thermostat sticking or lack of circulation. I would start with a thermostat and flush everything out. Make sure you get all the air out.

fill it up with coolant and put the radiator cap back on. run it until at 2000rpm until it goes 3/4 full temperature overheat. Shut vehicle off until there is no pressure on the system(feel upper radiator hose). Repeat. Also, make sure you are getting heat out of your vents. This is a good indication that there is flow.

make sure that when your gauge on the cluster is 1/2 hot that your scanner for coolant temperature reads about 200F.
